I am able to reproduce this easily on krillin using image 16. However thumbnails are generated correctly in the gallery on mako, so I don't believe the issue is related to the gallery app itself but rather something on the system. Also, I don't think it's a gstreamer related issue, as the thumbail is correctly displayed in the video scope so if it was a gstreamer issue it would fail there as well.
It could be a security/apparmor related issue. I see these DENIALS in /var/log/syslog when launching the gallery when there are video thumbnails:
