Comment 19 for bug 1641136

Reproduced this on a 9.2 virtual lab env with a slow backing hard drive. Deployment failed on Task[primary-openstack-controller/3], nova database is incomplete and subsequent deployment runs also fail because nova-api is down due to MySQL nova database missing some columns (services.forced_down in my case).
