Comment 9 for bug 1628880

Issue is completely reproduced on 9.2 snapshot #801.

Steps to reproduce:
1. Setup Fuel 9.2 master node, deploy cluster
2. On controller node install squid proxy-server:
apt-get install squid
3. Edit /etc/squid3/squid.conf - please see http://paste.openstack.org/show/596708/
4. Go to fuelmenu on master node
5. Set HTTP proxy Bootstrap Image section
6. Try to hit Check or Save

Actual results:
Fuel tries to reach local MOS repository (127.0.0.1:8080) via Proxy.
