custom links remains in Fuel Dashboard after reset environment

Detailed bug description:
While developing fuel plugin we found that links registered in fuel with POST call /api/clusters/<cluster_id>/plugin_links remains in environment after reset environment.
Steps to reproduce:
1. install on fuel 9 any plugin which register it's own links (or get ours LCM plugin https://gerrit.mirantis.com/#/q/project:att-lcm/lcm-plugin)
2. deploy env and get additional link at fuel dashboard.
3. reset env.
4. remove plugin from env settings
5. deploy env again.
Expected results:
plugin related link must not be at fuel dashboard.
Actual result:
plugin related link persists at fuel dashboard.

Additional information:

I'm not sure is it responsibility of plugin's author to remove those links. If it is please show me how to remove it from within plugin code.

    Cleanup plugin links upon a cluster reset

    Currently plugin links survive cluster reset and there is no way to get
    rid of them. Cluster reset seems like a reasonable place to get rid of
    them.
