Detailed bug description:
While developing fuel plugin we found that links registered in fuel with POST call /api/clusters/
Steps to reproduce:
1. install on fuel 9 any plugin which register it's own links (or get ours LCM plugin https:/
2. deploy env and get additional link at fuel dashboard.
3. reset env.
4. remove plugin from env settings
5. deploy env again.
Expected results:
plugin related link must not be at fuel dashboard.
Actual result:
plugin related link persists at fuel dashboard.

I'm not sure is it responsibility of plugin's author to remove those links. If it is please show me how to remove it from within plugin code.
