Steps to reproduce:
1) Deploy cluster with contrail plugin.
2) Reset environment
3) Redeploy environment with same settings
4) Reset environment
5) Redeploy environment with same settings
Actual result:
3 links to the contrail ui
Expected result:
1 link to the contrail ui
