This issue is related to devops version bump; venv should be updated

(btw I've never seen other ImportErrors before)

If we want to freeze fuel-qa version for several jobs - https://github.com/openstack/fuel-qa/commit/12dc1e2585179ef6320d5603ff91ff0a2c0d6740 this is the last commit before 2.9.21 devops preparation&bump
