Issue was observed in MOS 7.0
kombu_reconnect_delay = 5.0 (default)
Some metadata requests get late replies due to "Broken pipe" errors and 5 second reconnect delay, causing CloudInit inside VM to fail with a timeout.

Not sure if heartbeats should be present to fix this, but if so then looks like heartbeats do not work for neutron-metadata-agent in DVR configuration.
