Steps to reproduce:
0. Client cloud with Contrail fuel plugin installed
1. Admin triggers core repos update using 'fuel update core repos' command

Expected behaviour:
 Core repos updated, cloud connectivity stays intact

Actual behaviour:
 Core repos triggers plugin's service restart and cloud connectivity lost
