I see you have problems with files permissions. The + indicates that there is an ACL applied or extended permissions.

Could you please do the following:
1. scripts return to the default state
2. copy MirantisOpenStack-5.1.iso in to iso folder
3. execute following command:
 > cd /cygdrive/c/FuelISOBugReport/vbox-scripts-5.1/virtualbox/
 > chmod -R u+rwx *
 > chmod -R a+rx *
4. Run start script ./launch.sh again
