Content of /etc/heat/templates/ is provided by heat-common rpm package on CentOS:
[root@node-11 ~]# rpm -ql openstack-heat-common-2014.1.1-fuel5.1.mira7.noarch|grep '/etc/heat/templates/' /etc/heat/templates/AWS_CloudWatch_Alarm.yaml /etc/heat/templates/AWS_RDS_DBInstance.yaml
Neither of these files exist in any package for Ubuntu.
What is interesting is that the files are also missing in official packages provided by Canonical (http://ubuntu-cloud.archive.canonical.com/ubuntu/pool/main/h/heat/).
To be fully compatible with RPMs and upstream our Ubuntu package requires repackaging.
