It looks like dnsmasq assigne one IP to two nodes:
IP MAC
10.20.1.131 0c:c4:7a:1d:90:fe
10.20.1.131 0c:c4:7a:1d:92:76

10.20.1.45 0c:c4:7a:1d:91:64
10.20.1.45 0c:c4:7a:1d:93:da

As Alexandr Shaposhnikov suggested in another bug setting dhcp-sequential-ip option in dnsmasq fixes the problem.
This change requires more investigation
