 - All installations with Nova Filter Scheduler

Steps to reproduce
 - Create new cluster
 - Use Nova Filter Scheduler
Actual result
 - Core and disk filters are disabled

Impact
 - Disks and CPUs on compute nodes can be overloaded with VMs
