Bug Description
Fuel 9.1 manages RHEL7 slaves with RDO repo. Keystone service backed by apache cannot be started. Apache error log shows: LookupError: No section 'keystone-admin'
Problem can be simply fixed by defining separate wsgi scripts for both admin and public endpoints as per [1]. This scenario is already supported by puppet-keystone and both RDO and MOS repos ship keystone with these generated scripts bundled.

use separate wsgi scripts for admin and public keystone endpoints
keystone.wsgi is deprecated in Mitaka. Separate generated scripts keystone- wsgi-admin| public.
for public and admin endpoints should be used instead as per [1].
Both scripts are bundled in MOS and RDO keystone package and default
location is used: /usr/bin/
