Fuel 9.1 manages RHEL7 slaves with RDO repo. Keystone service backed by apache cannot be started. Apache error log shows: LookupError: No section 'keystone-admin'
Problem can be simply fixed by defining separate wsgi scripts for both admin and public endpoints as per [1]. This scenario is already supported by puppet-keystone and both RDO and MOS repos ship keystone with these generated scripts.
