    Decrease keystone_user count number in check_oswl_stat

    Commit Iead5167210c4132badb866afc25d4ef14e27f6b2 introduces change
    according which Swift resourses shouldn't been created if Ceph is
    enabled. Swift user in Keystone database also shouldn't been created
    in this case. That's why decreasing of keystone_user count is needed
    in check_oswl_stat method.
