Fuel-agent allows you to run tasks granularly (only partitioning, only copying image, etc.) [1] Given that and also taking into account provision-as-a-graph feature one can potentially create granular tasks for upgrade graph. If you need partitions to stay as they are, you can use tasks that only copy a new image, etc. Closing this bug as 'won't fix'.
