Some analytics:

$mos_version in ubuntu.yaml translates into "9.1" - see https://github.com/openstack/fuel-web/commit/785fc4bbd0ec7f79c54dca78be15369ff0a7ff3e

so we can not rely on it anymore (other issue related to patch mentioned above is https://bugs.launchpad.net/fuel/+bug/1625083 )
