Detailed bug description:
 VNC connection to instance is unstable. To get VNC connection necessary to

Steps to reproduce:
   - Create env with vCenter and DVS plugin
   - Add following nodes:
         * Controller
         * Controller
         * Controller
         * Compute + Cinder
         * Cinder-vmware
         * Compute-vmware
   - Enable TLS
   - Deploy cluster
   - Log into Horizon
   - Create instance in any az (nova or vcenter)
   - Try to get access to vnc console

Expected results:
  VNC console is available after click on appropriate link.

Actual result:
 VNC console is unreachable - "Failed to connect to server (code: 1006)"

Workaround:
  Just refresh page several times.
