Reproduced on BVT#334. Logs indicate rabbitmq_user took excessively long. From the last puppet report:
- - rabbitmq_user
  - "Rabbitmq user"
  - 12531.535754044999

Points to the rabbitmq_user creation hanging and not finishing until the environment was reverted.
