Comment 1 for bug 1585467

Deployment of the env below is failed with the same error
    1 controller node
    1 controller + mongo node
    1 compute node
    1 cinder node

Deployment of the env below is not failed
    1 controller node
    1 mongo node
    1 compute node
    1 cinder node

It seems to me that the error is somehow connected to number of controller nodes. Because the env with 1 or with 3 controllers deploys fine.
