Get rid of check_wrong_config test

Detailed bug description:

No validation for config

Steps to reproduce:
Run test check_wrong_config

 Scenario:
            1. Revert snapshot "basic_env_for_reconfiguration"
            2. Upload a wrong openstack configuration for unsupported service
            3. Check Nailgun response

        Snapshot: check_wrong_config

Wrong config example for cinder:

Actual result: configs are uploaded
Expected results: nailgun send err code 400

Last successful run of validation test was on fuel-10.0-240-2016-05-18

This test should be skipped, as after implementation of https://bugs.launchpad.net/fuel/+bug/1580522 we can add config for any service

    Get rid of check_wrong_config test

    There was a list of hardcoded services that allow us to use
    service-reconfiguration. Now there is no strict limitation
    on services that could be configured with this feature.
    This mean that test check_wrong_config is deprecated and should be
    deleted
