Settings are not automatically applied to any puppet based items. This really is covered by a feature and shouldn't be treated like a bug. You can work around this by running bootstrap_admin_node.sh.

This is again, not a bug, but a feature. It does not merit high priority status because A, there is a workaround, and B, this is expected behavior.
