We might want to leverage ntp-wait as part of this process as it will wait for the ntpd to stabilze before continuing. The issue is that upon first startup, the ntp system has to stabilize before the servers become available. This is just how ntp works. We need to wait until the system has stabilized before we can expect the time to be set.
