This seems to be a corner case and I don't think we should do anything in 8.0, but we'll need to give it another try in 9.0.

For the time being, setting wsrep_sync_wait to 1 in my.cnf on Galera nodes must be a sufficient workaround (although, we sacrifice latency a bit).
