docker nailgun don't import mac address from astute yaml

Step to reproduce:

1. deploy FM
2. deploy any cluster with at least 2 node
3. perform
    fuel network --env 1 --verify
4. from some time ensure with
    fuel task
Tasks check_dhcp,check_repo_availability,verify_networks should be in ready state.
5 Then change mac for FM (for example with virsh edit for test env) and edit
[root@fuel ~]# cat /etc/fuel/astute.yaml
"ADMIN_NETWORK":
  "mac":
with new mac
6 reboot fm
7 perform steps 3 4 again check_dhcp and verifverify_networks will be in error state

after performing dockerctl stop nailgun;dockerctl start nailgun bugs will gone

Main purpose of this bug is to fix workaround here
https://github.com/openstack/fuel-library/blob/master/files/fuel-migrate/fuel-migrate#L463

So, Importance moved to "Medium"
