Roles sets for particular services are hardcoded and not overrideable

We have a set of hardcoded role names such as ['primary-controller', 'controller'] in many places. This makes it impossible for the plugins to override which roles should run which services. We need to find and fix all such hardcodes in our code. Actually, this should be covered by tests and there should be no single line of code that is not overridable from hiera for this case.
