Disable "Save and Proceed button" when "Save" is disabled

Bug Description

1. Login to Fuel.
2. Install some plugin (LDAP for example).
3. Go to Settings
4. Enable Plugin.
5. Type invalid settings into some fields.
When we have entered invalid settings - then Save button it disabled (grayed-out)
6. Try to navigate to another tab.
You will see dialog with buttons:
Cancel, Discard changes, "Save and Proceed".

Clicking on "Save and Proceed" button does not save and does not proceed to another tab.
It is expected behavior to disable "Save and Proceed" button when settings in inputs are invalid.
