Test against Ubuntu proposed build is broken

http://jenkins-product.srt.mirantis.net:8080/job/6.1.ubuntu.proposed/

This build is broken since mid-July. We need to:
1) move this build to new Jenkins
2) get it fixed
3) figure out why emails were not sent on failure, even though job configuration has it configured
4) create same build but for 7.0
5) change ownership to Sustaining team, and email alias for failures accordingly.

It was discussed between mihgen, angdraug, Alex Yakovenko, Roman Alekseenkov that we move responsibility to sustaining team, but we need Infra team's help to fix it first. If build fails later, then sustaining team is responsible for troubleshooting / fixing it. If team doesn't have resources for it, it has to be escalated immediately in order to be able to find needed resources quickly.

Add test against Ubuntu "proposed" channel

Test for proposed was broken on the old product Jenkins
instance. Create versioned umbrella job ubuntu-proposed.test
which will launch bvt_2 and smoke_neutron tests for stable
product builds with "proposed" Ubuntu repository added.
