Bug Description

As a part of comsume-external-ubuntu feature we need to set a test job which will run daily tests for latest stable Fuel against proposed ubuntu mirror

please create two jobs and umbrella for them in a form:

6.1.ubuntu-proposed.test
-> 6.1.ubuntu-proposed.ubuntu.bvt_2
-> 6.1.ubuntu-proposed.ubuntu.smoke_neutron

similar to standard tests but with proposed mirror enabled.
