After manual "woraround" on all controller nodes:
service apache2 stop
apachectl graceful

I tested it one more time:

1. On master node run the following command:
puppet apply -vd /etc/puppet/modules/osnailyfacter/modular/apache/apache.pp; puppet apply -vd /etc/puppet/modules/osnailyfacter/modular/keystone/keystone.pp

Observed Result:
