Comment 28 for bug 1460762

Related bug https://bugs.launchpad.net/fuel/+bug/1463433 from the scale lab had shown us that the net_ticktime = 10 allowed us to fix this issue and rabbitmqctl list_channels looks now never hangs and partitions detected and recovered when high CPU load spikes hit the rabbit node.
