How to reproduce:
root@node-8:~# rabbitmqctl stop_app
Stopping node 'rabbit@node-8' ...
...done.
root@node-8:~# ocf_handler_rabbitmq-server monitor
...
Exit status: -e Success (0)

How to test:
With the fix applied, the command above should report Not running instead of Success
