It looks like we cannot stop mcollective reliably - it is just impossible to be in time and stop it after it is started, but before cloudinit tries to start it.
Removing mcollective package completely and letting cloudinit install, configure and start it also doesn't work - there is a dependency on that package in fuel-agent.
