I was having a terrible time reproducing this issue outside of Jenkins. I was finally able to reproduce it on the jenkins box itself. It would appear that it is related to token issues after a failover event. I was able to find a bug[0] filed for glance that I believe is what is actually occurring. This issue also appears to be happening on centos and ubuntu. Once I got on to a system that this issue had happened on, I was able to see that the image is stuck in a queued state[1]. The glance log snippet shows a NotAuthorized error[2].
