    Set galera clustercheck available_when_donor to 1

    AVAILABLE_WHEN_DONOR should be 1 as Fuel configures
    a non-blocking xtrabackup replication and HAproxy
    backend for donor should report as available.

    That would improve the UX with the full cluster
    reassemble replication time - the donor node will
    be ready for service ASAP
