I'd like us to be more mindful regarding bugs, especially customer-found.
We are closing bugs, "hoping" that they will be resolved. This is not the way to go.
I'd like this issue to be resolved only after:
1) Fernet tokens land in 7.0
2) Development verifies the original scenario (Keystone become extremely slow after controller shutdown) and confirms that it's not reproducible in 7.0
