We have to check that we can redeploy controller after fail.

What we do:
1. Removing of failed controller node from fuel.
2. Add the additional controller node.
3. Deploy changes

What we have:
1. Deployment fails on rabbit manifest: http://paste.gnu.su/show/53/

What we expect:
1. Controller would be deployed successful.
