Volumes not removed after delete cluster

Precondition:
Env with cinder is deployed

Step to reproduce:
Create sahara cluster with cinder volumes.
Wait "Active" state.
Delete sahara cluster.

Expected result:
Cluster and volumes is deleted

Actual result:
Cluster is deleted
Volumes dit not deleted

Note: we reproduced the issue only when Ceph is used as Cinder backend. We didn't try to reproduce without Ceph yet.

Possibly the bug could be reproduced in non-fuel environment, but it is not clear yet if we want to fix it in community Sahara. The bug reproduces on 'Direct' engine. The reason not to fix is that right now we are focused to completely migrate to Heat engine.

dmitryme: mihgen: no, I don’t want this fix to be merged into 5.0, it is too risky. Lets bump target to 5.1 instead

    Fix detaching cinder volumes

    Detach method in volume object clears only attachment metadata info.
    Necessary to use delete_server_volume in novaclient for detachment
    volume.
