When removing a drive from the containing any storage roles it still ends up creating a md partition to help with the boot part re-ordering. However this is an issue in the case of onboard compact-flash devices that some systems are shipped with.
We should be able to remove a disk from being provisioned at all. This could appear as a checkbox on the disk tab, and would cause no json data to generate for the device.
