Wrong "notification_driver" value set by ceilometer manifests

This bug mostly copy of https://bugs.launchpad.net/puppet-ceilometer/+bug/1217867

Short description:

Option [1] is MultiStrOpt and it should be defined like that

notification_driver=nova.openstack.common.notifier.rpc_notifier
notification_driver=ceilometer.compute.nova_notifier

but nova_config do not support multi string options.
