fuel-library noop tests require a possibility to use custom fixtures repos and gerrit refs

It would be very handy to have a possibility to run fuel-library noop tests against some custom astute.yaml fixtures. For instance when you want to test locally your changes to fuel-noop-fixtures. We should implement something similar to custom_iso build mechanism (the possibility to provide customization via ENV variables in tests).

    Add a possibility to customize fixtures source

    This patch adds a possibility to provide custom git repo, gerrit
    repo, branch and gerrit refs for fuel-noop-fixtures. Does not
    affect deployment, only noop rspec tests.
