Warning, Windows 2000 is customizable. Display Properties, Effects Tab, Last
item:
Hide keyboard navigation indicators until I use the Alt key
the fun thing is that on this panel for some reason only two of the check boxes
are enabled and that isn't one of them (my box is very confused).

If you need me to track down the system setting in 2000 that determines this I
probably can. [My checkbox is unchecked and disabled, the system is behaving
like windows98]
