The alt key right now (in the test build) acts as a toggle - either showing the underlines or not. It should really be more temporary - alt key only should enable access keys until that navigation set is finished, anything other interaction should disable keyboard navigation again. The same for new windows with menus - keyboard navigation is always disabled unless it is enabled specifically by alt again. Windows without menus are a little trickier - if they are opened by keyboard navigation, they should also have keyboard navigation on? I'm not sure of correct behavior here, but that seems right to me (and matches IE's behavior).

Next fix is probably to make sure mouse clicks lose focus and turn off access keys. If I can later, I'll look for where this would be done.
