To clarify (since I had to deal with this issue for my employer's apps), the
underlines for access keys are activated by the ALT key, as are focus rects.
However, focus rects alone can be activated by the use of the TAB key or other
dialog navigation key. Also note that Win2K itself does some of this wrong.
For example, you pretty much can't get tray app menus to show the underlines
correctly, because hitting ALT normally gets rid of the menu. Ugh.
