If the Search Engine Manager is transferred into the Add-ons Manager (where it could fit quite nicely IMO), then this becomes moot, as the user would then have two ways to access the configuration dialog to change their selected engine.
But mconnor's suggestion to reimplement the dialog is also a good one, and to be honest I don't think it was a good idea to remove it in the first place.
