I think either 2 or 3.2 are the best solutions.
1 or 3.1 wouldn't be consistent with other windows programs - almost all programs (including explorer and IE) display a busy-cursor when loading new data or when you do something which is not finished immediately (e.g. clicking a link loading new content).
