I thought it did. Open Vera.ttf in Fontforge, go to View -> Show ATT, look at OpenType Tables -> GSUB -> latn -> dflt -> liga, and there is

fi <= f i
fl <= f l

If it doesn’t trigger the bug, then I don’t know why.
