I share the problem experienced by the original reporter of the bug (and this problem must be unrelated to the DNS and networking issues others have experienced and reported here). The issue I experience is definitely with drawing the page.
1. Visit a thread in ubuntuforums.org.
2. Hit the page-down key.
3. Hit the page-up key.
On my system, Firefox (dapper) takes about half a second to respond to the page-up.
I tried the same thing in Epiphany, and in mozilla's official build of Firefox. In both other browsers, page-up is instantaneous.
My system has a 2.4Ghz pentium chip, a reasonable graphics card and plenty of ram.
