I can confirm this issue on Windows XP. I am using a Dvorak layout where CTRL keys revert to QWERTY. In Firefox, however, if I select text and enter CTRL-C to copy, Firefox treats it as CTRL-J (what the key would be in Dvorak if I didn't have the CTRL override) and opens the Downloads window. Similarly, if I enter CTRL-V, Firefox treats it as CTRL-K and changes the focus to the search bar.
However, the problem does not occur in form text fields, in the address bar, or in the search bar.
This also wasn't a problem in Firefox 2, nor do I have this problem in other applications.
This is a particularly annoying bug as I often wish to copy text from web pages, and right now I must resort to the context menu rather than a keyboard shortcut.
