Comment 91 for bug 125970

It is like the fixed elements are on a different paint event compaired to all
other elements. I don't know anything else that would cause fixed elements to
lag behind all other elements. I also would not write-off this bug just because
faster computers don't show this bug being that bad. Right now Microsoft is
writing-off all OSs under XP, we should not do the same.
